Committee reviews multiple grant and budget amendments ahead of Nov. 18 votes
Summary

- Ordinance 25-127: Transfer of funds (Councilwoman Smiley described transferring $10,000 from her office account) for a senior tree removal program to be administered by the Department of Community Services.
- Ordinance 25-131: Amend FY2026 operating budget to appropriate interest income and program income to the 2025 HOME Investment Partnerships Program; read for Nov. 18 vote (amounts read aloud in the meeting packet).
- Ordinance 25-132: Amend grants budget to appropriate program income and realign Community Development Block Grant FY2025 funds; read for Nov. 18 vote.
- Ordinance 25-133: Amend grants budget to appropriate additional program income for the summer youth and recreation camp grant; read for Nov. 18 vote.
- Ordinance 25-135: Amend FY2026 capital program to appropriate $150,000 in state bond funds for the Glasgow Library capital project; several council members requested cosponsorship.
- Ordinance 25-143: Amend grants budget to accept additional federal funds for Section 8 housing voucher programs; the agenda text and discussion contained inconsistent numeric figures and staff may provide clarified amounts before final action.
Council members asked clarifying questions on a few items and there was no substantive public opposition recorded online. The committee approved the meeting minutes and adjourned. Most ordinance items will return to the council for formal votes on Nov. 18.
