Council approves Highland Village rezoning for 50‑lot single‑family development

The Midlothian City Council on Oct. 28 approved an ordinance to rezone approximately 50.95 acres (J. Cauldron Survey, Abstract 224) from Agricultural District to Planned Development (PD‑181) with a Single‑Family‑4 base to allow 50 single‑family lots and four HOA open‑space lots.
City planning staff said the proposal calls for lot densities of approximately 0.98 to 1.25 dwelling units per acre, consistent with the comprehensive plan’s residential low‑density designation (which allows up to three units per acre). The PD includes requirements that no fewer than 75 percent of homes have side or rear garages, 15‑foot landscape buffers along West Highland Road, decorative fencing and preserved trees in designated areas. The applicant indicated each lot would use on‑site septic systems and be served by Sardis Limone for water.
No members of the public signed up to speak. Council discussion focused on compatibility with surrounding rural residential areas, the appearance of wrought‑iron fencing adjacent to West Highland Road and the landscaping and berm options to screen backyards from the thoroughfare. Staff pointed to a 15‑foot HOA‑maintained landscape buffer with initial plantings (6‑foot minimum heights for specified shrubs) and said combined berm/shrub options could be implemented under current PD standards.
Planning and Zoning had recommended approval 7–0 and council approved the ordinance as presented.
