Council authorizes $5.1 million East Lift Station pipeline and sewer upgrades

The Midlothian City Council on Oct. 28 authorized the city manager to execute a contract with Circle H Contractors for Phase 2 of the East Lift Station system expansion. The contract award includes a base bid of $4,795,028.38, an alternate bid of $62,622, and a 5 percent contingency for a total not to exceed $5,099,650.38.
Staff said Phase 2 includes installation of a 24‑inch force main to replace the existing 12‑inch line and a 30‑inch gravity main to replace an 18‑inch line. The alternate bid includes a dry‑air scrubber the utilities department recommends to reduce odor complaints where force mains discharge to manholes. Mike, a utilities staff member, said the project is eligible for and will be paid for by sanitary‑sewer impact fees.
Council approved the contract 6–0 after staff confirmed the project’s scope and funding source. The utilities department and engineering staff will manage contract execution, and staff indicated the project follows Phase 1, which is already under construction and replaces the existing lift station.
