The Newton City Commission approved a continuation of the longstanding lease of the Newton Rec Center (NRC) to the NRC organization. Staff said the lease continues the prior $1-per-year arrangement with opt-out provisions and is essentially a renewal of the 2014 agreement that had recently expired.
Rebecca (staff member) outlined a historic-preservation fund opportunity: last-minute funding available to certified local governments required use by September 2026. Staff proposed a matching project to produce a custom playing-card deck featuring local historic places and local artists; the project would be a 48% match in staff time and printing funds and would produce 2,500 decks to be used as promotional items rather than sold. The commission approved the grant agreement by voice vote.
Staff also presented a third-quarter strategic plan update covering many administrative accomplishments: implementation of a compensation plan, kickoff of succession planning, citywide PCM (project and contract management) training, updates to the citywide capital improvement plan (CIP), an FAA grant for runway reconstruction, adoption of building code updates (IBC, IEBC, IMC), a new city website and cemetery software, and reported housing starts (15 single-family homes and 22 duplexes in Q3). Commissioners praised staff for the reporting and for frequent updates.
The NRC lease and preservation grant were approved by voice vote.
