Staff said several sites were evaluated and that the Sand Creek golf course appears to be the most straightforward option because it offers available ground real estate and avoids rooftop engineering considerations. A representative from Kemper Sports, which manages the Sand Creek golf course, attended the meeting to express support and offered to answer operational questions.
Commissioners asked staff how proposals would be evaluated and sought clarity on scoring categories. Staff said the evaluation criteria in the draft RFP include company profile and experience (25%), technical design and equipment (25%), financial proposal (25%), implementation plan and project management (15%), and references/past performance (10%). Commissioners discussed whether company experience and references might overlap and asked for assurance that proposers would demonstrate financial viability; staff said the finance director and other staff would analyze responses and return financial recommendations.
A commissioner asked about the contract timeline and whether the contract requires completion within 180 days after award; staff confirmed the 180-day completion provision in the draft.
A motion to authorize the RFP was moved, seconded and approved by voice vote.
