DeKalb committee allocates $1.05 million in HOME funds to Habitat for Humanity

The Planning, Economic Development and Community Services committee on Nov. 1 recommended allocation of $1,050,000 in federal HUD HOME funds to DeKalb Habitat for Humanity for acquisition, rehabilitation and resale of homes to low- and moderate-income buyers.
Community Development staff said Habitat DeKalb has worked with the county since 2008, completed a recertification for CHDO status and proposed projects primarily in the Southwest DeKalb corridor, focusing on blighted, vacant or severely deteriorated houses that can be rehabilitated. The presentation included before-and-after photos of recent rehab projects.
"When we get the support of our local government to help us serve the constituents of the county, it's definitely a plus," Habitat executive Sharon Steele said, explaining that Habitat combines local fundraising, volunteers and some subcontracted work to stretch dollars.
Commissioners asked whether rehabilitation projects would be required to meet current minimum square-footage zoning standards; DeKalb zoning staff said reconstruction or rehabilitation generally does not force an increase to the current minimum. Commissioners also requested a district-level listing of targeted properties for transparency; staff said Habitat's initial submissions list proposed parcels, primarily in commission districts 3 and 5, and that staff would provide a more detailed distribution with super-district context.
The committee approved the item forward for final action.
