Council approves consent items, successor agency packages; public hearing continued

The Lake Elsinore City Council approved its consent calendar covering items 3–17 after staff asked to briefly remove and then restore item 9. Mayor Pro Tem McGee announced an abstention on item 13 (a Murrieta Creek Trail contract) due to proximity to his residence; the remainder of the consent calendar passed on a motion by Councilmember Sheridan, seconded by Mayor Pro Tem McGee, with the vote recorded as 4–0 and the abstention noted for item 13.
The successor agency then considered two consent items; Vice Chair McGee moved, and Board Member Manos seconded, and the successor agency vote passed 5–0.
During public hearings, the council opened the item to consider adoption of the 2025 California Codes. With no speakers requesting comment, staff and council agreed the matter needs re-noticing; the council voted 4–0 to continue the item “off calendar.”
No substantive debate on the consent or successor items was recorded and staff indicated standard administrative and contract approvals were included in the packages.
