Council appoints Michael Carroll to fill District 4 vacancy; swearing-in set for Nov. 18, 2025

The Lake Elsinore City Council appointed Michael Carroll to fill the District 4 vacancy created by the resignation of Natasha Johnson, voting after a public hearing and candidate statements. The council announced Carroll will be formally sworn in at the Nov. 18, 2025 regular meeting.
City Clerk (staff) said the vacancy was created when former Councilmember Natasha Johnson submitted her resignation on 09/08/2025 and noted that, under state law and council policy No. 200-11, the council could either appoint a replacement or call a special election. The staff report said the city accepted applications for two weeks, received six eligible applications and the subcommittee (Mayor Tisdale and Mayor Pro Tem McGee) interviewed all six applicants on Oct. 17.
During the public comment period more than a dozen residents and community leaders spoke; many praised Michael Carroll’s long local involvement and planning-commission service, while others urged consideration of Temari Wooley and other applicants. Speakers included longtime neighbors, youth-sports organizers and community volunteers who described Carroll as “dependable,” “a doer” and “a steward of the district.”
Each candidate made a brief statement to the council. Carroll said he was “humble” about the opportunity and “here to stand beside you and make those sacrifices as well.” Temari Wooley described her background in local government, Measure Z oversight and chamber work and said she is committed to fiscal stewardship and family-centered policy.
Mayor Pro Tem McGee announced the subcommittee’s recommendation of Michael Carroll as its No. 1 pick and noted the panel had identified a second finalist. Councilmember Manos nominated Nicole Dailey (recorded in the clerk’s file as Daley/Dailey); Mayor Pro Tem McGee nominated Michael Carroll. In roll-call voting, Councilmember Sheridan abstained; Manos voted for Daley; McGee and Mayor Tisdale voted for Carroll. The council clerk confirmed that with one abstention the majority of votes among those voting (2 of 3) carried the appointment in favor of Carroll.
City staff and the mayor noted that the appointment fills the seat only until the next election: the council and staff reiterated that the appointed member will stand for election at the next scheduled city election to complete the remaining term.
Assemblywoman Natasha Johnson addressed the council later in the meeting and offered congratulations, calling Lake Elsinore “my home” and encouraging the council’s continued civility and collaboration.
