City staff presented a proposed water-supply contract between the city and Fort Bend County MUD 162, located in the southeastern portion of Rosenberg's extraterritorial jurisdiction. The contract would establish five master meters to serve the MUD and would bill the MUD at the same water rate paid by in-city customers, according to staff.
Staff said the agreement has an initial term of 40 years with annual renewals thereafter and is intended to help the city meet requirements of regional groundwater-subsidence rules by increasing the volume of surface water pushed through the city's system. The planned infrastructure includes completing a network of 16-inch pipelines and booster-pump capacity so the surface-water plant can efficiently serve the southeastern area, staff said.
"The term of the agreement is 40 years," a staff presenter said. Councilmembers asked technical questions about pump capacity, distribution pressure and whether the project would generate consistent revenue for the city; staff replied that plant and booster capacity and the existing 16-inch transmission lines are sufficient and that selling water to the MUD will generate additional, relatively steady revenue.
No formal action was taken; staff asked for direction to return a draft agreement for council consideration at the next regular meeting.
