The Planning and Zoning Commission unanimously recommended approval of a rezoning request to I‑1 (light industrial) for a site located east and west of the planned Spur 399 alignment, roughly north of Old Mill Road and east of FM 546.
Planner Jake Bennett said the subject property is designated under the city's comprehensive plan for manufacturing and warehouse uses within the Business and Aviation District and that the Spur 399 extension will bisect the property and provide access. Developer representative Rocco Kersey said the project would be annexed into the city and would add 32 net acres to the tax base, with two Class A industrial buildings proposed — about 232,000 square feet on the west side and 159,000 square feet on the east side in phased construction.
Staff concluded the proposed zoning aligns with the comprehensive plan and is compatible with surrounding industrial uses; commissioners asked clarifying questions about phasing and building size. The motion to approve was unanimous and will be forwarded to City Council for final action on Nov. 18, 2025.
What it means: If City Council approves the rezoning, the developer intends to advance engineering and platting steps and to build class‑A industrial buildings in phases, subject to standard site‑plan and permitting reviews.
