Board recommends $618,120.14 pay request for Hickory Lane; staff updates fiber, road restorations and dog park timeline

The Village of Jackson Board of Public Works on Oct. 28 recommended that the Village Budget Committee and Village Board approve pay request No. 4225 for Phase work on the Hickory Lane reconstruction project for Vinton Construction in the amount of $618,120.14.

Motion to recommend approval was made by Engelhardt and seconded by Kripke; the motion carried on a voice vote. During discussion, board members raised questions about restoration work, seeding and landscaping timelines. Director of Public Works Jack said Phase 1 is complete except for restoration and that Phase 2 had its final lift of asphalt placed the day of the meeting; contractors committed to finishing restoration, shoulder work and line striping by Nov. 3.

Jack said Vinton’s landscaper had other commitments and Vinton believes it has until Nov. 3 to complete landscaping; the village denied a contractor request to pay additional optional seeding for Phase 1. Jack said the village may pursue back charges for mobilization/demobilization and other costs stemming from utility conflicts on the project. “They have indicated that their landscaper is doing the best they can, but this project was slated for midsummer… they have till November 3 to get it done,” Jack said.

In his report, Jack also gave updates on fiber and subdivision projects: Twin Creeks and Sherman Park fiber work are essentially complete, Cedar Run is about 30% complete, and Ridgeway Drive work is wrapped up with punch-list items; Cedar Corp told staff to expect a final change order and pay request in November that may be higher on quantities than the original bid. Jack said a preconstruction meeting for the dog park was held and that substantial completion is expected in May with final completion in June.

Board members also discussed street light pole replacement and an incident in which a We Energies light pole was struck by a vehicle; Jack said We Energies has been notified about the damaged pole. No formal board action was taken on streetlight replacements at the meeting; Jack said he is waiting for Village Administrator Heike’s return to clarify funding and whether the work was included in other project scopes.
