Council backs drafting of e‑bike sidewalk restrictions after transportation committee review

The Oshkosh Common Council Oct. 28 directed staff to prepare an ordinance addressing e‑bike use on sidewalks, following a recommendation from the transportation committee.
The committee reviewed public input and considered multiple options. Under the preferred approach (Option 5), e‑bikes would be prohibited on sidewalks in specified business and building‑ingress areas and the city would emphasize public education and enforcement mechanisms. Police staff said enforcement would focus first on warnings and outreach and that a sequence of warnings before citations is the likely operational approach. Council members said they wanted language staff felt they could enforce and communicate clearly to the public.
Transportation chair and police representatives said there is no perfect regulatory solution but that a targeted sidewalk restriction combined with education is the most workable step. Council asked staff to draft the ordinance language and return to council for final action.
