Council delays decision on Grand Street parking after residents cite blocked driveways, emergency access problems

Councilors heard multiple public statements from residents on Oct. 28 about parking on Grand Street between Pleasant and Hudson avenues, including concerns that parked vehicles impede fire, ambulance and snow‑plow access and make driveway egress hazardous.
Residents including Chris Steinke, Ruth Anne Burrow and Jeff Ellman described narrow roadway widths (measured in one referenced area at roughly 17 feet) and instances where emergency vehicles had to back out because they could not pass. Several residents said the streetwas narrow enough to block plows and collection trucks in winter.
Council discussed options, including prohibiting parking only where it extended past driveways or a no‑parking restriction the full length to Hudson Avenue. City staff explained the committee had recommended a full‑length restriction after resident testimony at a prior meeting; staff also said a single permit for one household would not address broader access and plowing concerns if the stretch is designated a no‑parking corridor.
Council ultimately voted to lay the ordinance over to the Nov. 11 meeting so members could gather additional information and allow more time for staff review. The move passed by roll call; the item will return to council for final action on Nov. 11.
