The Calvert County Board of County Commissioners on Oct. 28 voted to accept a volunteer Compensation Review Board report recommending salary and benefit changes for local elected officials.
The recommendations, read to the board by vice chair Matt Cox and staff liaison Ashley Staples Reed, include proposing the county treasurer's position be paid $115,000 and be designated a full-time role; raising the county commissioner president salary to $58,000 and county commissioners to $53,000; and increasing board of education leadership stipends to $8,500 for the chair and $7,500 for members. The review board also recommended benefit adjustments, including aligning the treasurer's retirement plan with merit employees and making retiree health insurance available to the county commissioner president and commissioners after 10 years of service without an age restriction.
"For the county treasurer, we recommended codifying the expectation that it be a full-time position and adjusting compensation accordingly," said Matt Cox, vice chair of the compensation review board.
The board made no immediate change to the state's attorney's base pay calculation but recommended removal of a current restriction on salary increases for that office. The report also proposed that no leave be provided to the treasurer in that political-appointee classification.
Commissioners discussed methodology used by the board, which included comparisons with neighboring counties such as St. Mary's and Charles County and interviews with local officials. "We looked at comparable positions and at the deputy treasurer pay to ensure the treasurer rate reflects full-time responsibilities," Cox told the board during the presentation.
The commissioners moved to "express our sincere gratitude for the work of this volunteer board and accept the compensation review board's recommendations." The motion carried with an affirmative vote by attending commissioners.
The recommendations will be submitted as part of required reporting to state authorities and are intended to give prospective candidates clearer information about the time and compensation expectations for these offices.
