Oshkosh approves OpenGov contract to modernize permitting and licensing

The Oshkosh Common Council voted Oct. 28 to approve a contract with OpenGov for permitting and licensing software through 2030 and accepted a related budget amendment.
City staff told council the new system will consolidate multiple legacy programs, provide online inspections scheduling and application processing, and absorb the existing costs of several separate systems (including the citylegacy licensing and see‑click‑fix tools). Staff estimated an annual ROI in the range of $75,000 to $100,000 in labor savings and emphasized scalability for dozens of city processes.
Council members who spoke praised the potential to simplify resident and business interactions, allow 24/7 access, and reduce manual routing across departments. The measure passed on a unanimous roll call (5–0).
"This will give a more robust opportunity for residents and businesses to interact with us," a staff presenter said during the meeting, adding the vendor will build initial workflows and provide staff training for ongoing maintenance.
Council directed staff to proceed with implementation planning following the vote.
