Board adopts new board-member complaint procedure; first readings held for conflict-of-interest and leave updates

The L'Anse Creuse Board of Education on Oct. 27 adopted a revised board-member complaint policy after a second reading and vote.
The new policy clarifies investigator responsibilities, provides that during the board's consideration of an investigator's report both the complainant and the respondent may be "provided the opportunity to briefly address the board," and specifies that the respondent "will not be recognized to speak during the deliberation, but may vote." Board members discussed whether to set a numeric time limit for "briefly" but left the language without a fixed minute cap to allow flexibility in extenuating circumstances.
Board member Sellers moved to adopt the policy; Doss seconded. The motion carried on a voice vote with no recorded opposition.
At the same meeting the policy committee presented first readings of two other items: updates to conflict-of-interest and employee leave provisions to align with recent state statutory changes, and a proposed new subsection 3.7 of the operating procedures summarizing that individual board members' public statements do not reflect the board unless authorized by motion or resolution. Committee members said these were technical and routine updates supplied by district counsel and intended to align policies and operating procedures; second readings were scheduled for November.
The board asked staff to present the second readings at the November meeting and to confirm the redlined changes were limited to statutory and verbiage updates.
