City amends 2026 budget to add grants, replace damaged fire vehicle and fund West Main ADA work

The Board approved a second‑reading budget amendment Oct. 28 that adjusts the city’s 2026 fiscal plan to reflect grant awards and an insurance payout.
Finance staff told the board that the West Main ADA improvement project is farther along than expected and required appropriation of remaining grant funds. The city also received a federal bulletproof vest grant for the police department and a federal AFG grant for the fire department; staff proposed increasing both revenue and expenditure lines to match the awards.
A fire inspector vehicle that was damaged in a collision will be replaced using insurance proceeds; staff requested moving the insurance reimbursement from an insurance line to an asset replacement line so a purchase order can be issued. “They already had some of it budgeted,” Tamara said of the police bulletproof vests; the new grant adds funding to buy additional vests.
Alderman Sassy, chair of the finance committee, moved the committee recommendation; the board approved the package unanimously after a brief discussion. Staff said documentation for the West Main access questions and the developer’s revised entry design for a rezoning under first reading would be provided to the packet prior to second reading.
