Committee considers extending electronic title transfers to watercraft and off‑road vehicles

Representatives Frisbie and Preston jointly presented House Bills 51 11 and 51 12 to authorize the Secretary of State to establish electronic title transfers for watercraft and off‑road vehicles. Frisbie said the bills expand an online system that has already been rolled out for vehicles and would bring similar convenience to watercraft and ORV owners.
Nick Andrari of the Department of State spoke in support of the package (HB 5109–5112), saying the bills build on Public Act 240 of 2023 and that the Senate has passed the package previously with bipartisan support. Andrari said the changes would help the department offer better services and that 5111 and 5112 would specifically extend online title transfer capabilities to watercraft and ORVs.
