Committee hears bill to update vehicle code for electronic titles and odometer disclosures

Chair Altman and the bill sponsor explained that House Bill 51 09 cleans up statutory language that assumes every title is paper and removes requirements such as endorsing the back of a paper title when the title is electronic. The bill would direct the Secretary of State to accept electronically signed odometer disclosures within 180 days and otherwise align requirements with current electronic‑title technology.
Representative Altman said the prior legislation authorized the Secretary of State to facilitate electronic title transfers but left statutory references to paper behind. Committee members asked about accommodations for people who cannot use electronic systems; the sponsor said the traditional paper process would remain available during the transition. The Department of State later testified that the bill builds on PA 240 of 2023 and is part of a package (HB 5109–5112) the Senate has passed previously with bipartisan support.
