Jessica Bowes presented the proposed five‑year employment agreement, which sets a starting base salary of $294,498.40, a 9% city contribution to deferred compensation, a monthly $400 auto allowance and health and leave benefits consistent with other city executives. Staff reported no additional fiscal impact for the current fiscal year and estimated the total annual cost including benefits at roughly $371,000; staff said this is within the adopted budget and would realize a roughly $32,000 savings in the current year relative to the outgoing arrangement.
Council expressed appreciation to outgoing City Attorney Melinda Stewart and moved to approve the employment agreement for Andrea Borba by motion; the council approved by voice vote.
