District says ESSER/SAVE projects nearing closeout; paging system fixed, LED rebate about $74,000

What staff said: Work across bid packages is substantially complete for several packages. The district is holding retainage on bid pack 1 through its warranty period to address any post-completion issues; the retainage is scheduled to be released in February 2026 unless warranty or insurance issues require otherwise. Bid pack 3 (electrical) is closed and paid; bid pack 2 has signage items outstanding; bid pack 4 is awaiting final documentation. Staff recommended approval of the substantial completion for the REW contract and a release of retainage for the gym roof contractor (Brookway) after they submitted required contract closeout documents and inspection reports.
Paging, fire alarm and clocks: Staff described a multi-phase conversion of paging to the building’s emergency voice (fire alarm) system to reduce costs. Because phasing occurred across construction stages, the voice-programming became corrupted and technicians ultimately had to delete and rebuild the fire-alarm voice programming, add amplifiers and replace devices to restore paging and emergency-voice functions. The district retained a minimal Bogen two-way function for office communication. The clock system was converted to radio-synchronized clocks; most clocks were replaced and now take time from a radio signal rather than wired head-end equipment.
Energy upgrades and rebate: Staff reported that LED fixture replacement is planned across interior and exterior fixtures and that Alliant provided a rebate in excess of $70,000 for energy-related upgrades tied to both ESSER and SAVE projects. Staff estimated the combined rebate at roughly $74,000.
Warranty and retainage: For the gym roof project the board reviewed warranty terms and documentation. Staff said the roof carries a manufacturer warranty reported as a 20‑year warranty (warranty issued by the manufacturer, not the contractor). With closeout documentation complete, the board approved release of retainage for Brookway Mechanical/Roofing for the gym roof package.
Why it matters: The updates affect building safety, operations and budget timing. Retainage holds protect the district during manufacturer warranty and two-year contractor warranty periods; resolving the paging system restored emergency voice capability that doubles as routine paging.
