Livingston Parish Council approves master plan, zoning changes and contract; adopts other routine items

The Livingston Parish Council on Oct. 23 approved a package of ordinances, rezoning decisions and administrative actions during its regular meeting.

Key outcomes

• Master plan adopted: The council adopted the 2025 Livingston Parish Master Plan (LP Ordinance 25-26) as amended, following a planning-commission recommendation and minor edits to appendices and the transportation section.

• Zoning and development rules: The council adopted changes to R-5 multifamily zoning (LP Ordinance 25-17) requiring larger multifamily projects (over 50 units) to function as part of a planned unit development with commercial components in many cases; the motion passed 7–2 after council debate. The council also adopted procedures for review of site-specific master plans (LP Ordinance 25-18) to tie master plans to rezoning and allow planning staff or the commission to require traffic studies and other site-level submissions.

• Subdivision definitions: The council adopted a narrow amendment to subdivision regulations to add a defined “drainage plan” term (LP Ordinance 25-28).

• Disaster-recovery contract: The council adopted a resolution authorizing the Parish President to enter a contract with Reliant Industry Solutions LLC for repairs related to the Hurricane Ida Hills Road washout project (DR4611-1463). Low bidder and contract authority were reported by administration; the measure passed unanimously.

• Planning and zoning cases: The council accepted recommendations from the Planning and Zoning Commission on multiple case files: Case 25-4310924 (Arnold Road) was denied as recommended; several other rezoning cases (including Walker South Road and Buddy Ellis Road submissions) were approved as recommended by the commission.

• Administrative actions: The council adopted minutes for prior meetings, approved board appointments and resignations, added a private servitude to the 9-1-1 road name list (Sinker Lane), and added several roads to the parish priority list for consideration; voting on these items was unanimous unless noted.

Votes and margins

Most agenda items passed unanimously. Notable roll-call differences included the R-5 ordinance (LP 25-17), which passed 7–2 (Councilmen Shavers and Erde recorded no votes on the final adoption). Other ordinances and planning-related procedural rules passed by recorded or unanimous votes as shown on the council iPad roll calls.

What was not changed

The council did not adopt a ban or ordinance to prohibit Class VI injection wells at this meeting; that topic was the subject of a separate resolution adopted earlier in the same meeting (see separate article). Several items discussed in committee or raised by public comment were referred for future action and oversight by the planning department.

Next steps

Implementation steps include executing the Hurricane Ida contract, integrating the adopted master plan into planning review, finalizing the unified development code (staff reported work in progress), and following the site-specific master plan procedures for future rezoning requests and PUDs. Planning staff will provide traffic-study requirements and other submittal checklists when a site-specific master plan is required.
