County approves Tyler Technologies jury system upgrade, moves juror payments to reloadable cards

Liberty County commissioners approved Oct. 28 a five-year amendment to the countys Tyler Technologies enterprise jury-management software that adds features judges requested, including vendor-handled summons mailings and a change in how jurors are paid.
Purchasing staff said the upgrade adds new functionality and that the first-year maintenance and license costs would total about $37,802 for enhancements on top of the existing contract; a one-time implementation fee of $30,095 was listed for setup and training. Over five years, staff estimated the total additional cost to the county (excluding previously budgeted fees) would be in the low tens of thousands relative to current spending.
The amendment will allow the county to have Tyler send jury summons mailings and to load juror payments onto reloadable cards rather than distributing cash at jury service. The countys district clerk said the change may add workload initially but provides operational advantages and helps reduce cash handling; unused card balances would revert to the county after a set period.
Commissioner Bruce moved to approve the amendment; Commissioner David seconded. The court approved the measure by voice vote.
