McCauley described a proposed nonexclusive franchise agreement that would allow Lumis Fiber to operate in city rights‑of‑way and provide another broadband option to residents. “This just grants them the non exclusive franchise agreement, lets them come in and get into our right of ways and access our citizens,” McCauley said.
Councilmembers asked whether installation would occur across the entire city or in phases and raised concerns about work in front yards and conflicts with existing underground utilities. McCauley said deployment would be phased and that staff and the company had an initial meeting with utilities to identify existing lines. He added that the company emphasized customer service and notification procedures for residents.
McCauley noted a company representative was present and that staff expect the franchise to increase consumer options; no council vote or franchise ordinance was recorded in the study‑session transcript.
