Lafayette City Council on Oct. 28 adopted Resolution 2025-63, making the factual findings required by Colorado statutes to permit further annexation review for a parcel at the southwest corner of Arapahoe Road and U.S. Highway 287.
Planning staff described this meeting as an eligibility hearing, not final annexation. The parcel is proposed as Annexation No. 2 in a serial annexation tied to the Range at Lafayette Annexation No. 1; staff and the applicant told council the series structure satisfies the state's contiguity rules that enable the other eligibility findings.
Applicant Kensington Development Partners and its counsel provided an overview of the process and cited the city comprehensive plan's land-use designation ("adaptable commercial") and a prior global settlement agreement with Erie that identified the parcel as within Lafayette's influence area. Attorney Lindsay Lyda told council the parcel has a single owner, the infrastructure and plan designation to be integrated into the city, and no divided property or right-of-way issues that would block annexation eligibility.
Planning staff said notifications, referrals and an annexation-impact report were completed per state requirements and that an intent-to-develop sketch plan is posted online and open for public comment. No members of the public spoke during the hearing.
After a brief council discussion, Mayor Mongette called the question; the motion to approve Resolution 2025-63 passed unanimously.
Next steps: if the annexation petition proceeds, staff said subsequent required steps include zoning, preliminary and final plat / PUD review, and additional public hearings before planning commission and council.
