Council raises consent-agenda purchase threshold from $10,000 to $25,000 to speed routine purchases

The Town Council voted Oct. 27 to amend its rules of conduct and raise the purchase amount used to determine consent-agenda placement from $10,000 to $25,000.
Administration argued the increase will make meetings more efficient by placing routine, budgeted purchases in the consent agenda while preserving oversight because any councilor may pull an item for discussion. Councilors sought and received assurances the manager will still provide backup memos identifying funding sources and that the manager/administration can, at their discretion, place specific procurement items on the regular agenda if the purchase raises policy concerns.
The council also clarified that the existing practice — a single councilor may request an item be removed from consent for discussion — remains in effect. The motion passed by voice vote.
