ASAC reviews rezoning scenarios to improve feeder alignment; staff to revisit after community comments

The Attendance Zone Advisory Commission (ASAC) for the CLARK COUNTY SCHOOL DISTRICT met Oct. 28 to review three proposed rezoning scenarios meant to improve feeder alignment between elementary, middle and high schools and to provide enrollment relief where needed.

ASAC staff member Murphy described the M1 scenario as a possible rezoning "to improve elementary school to middle school feeder alignment," which would move the majority of middle school students south of Windmill Lane between Durango Drive and Buffalo into Fest Middle School. Murphy said the commission has typically recommended grandfathering so students currently enrolled would remain through their highest grade while incoming sixth-graders and new area students would be rezoned.

ASAC staff member Tracy presented two high-school focus-area scenarios. The H1 scenario is intended "to evaluate improving middle school to high school feeder alignment and to provide enrollment relief to Sierra Vista High School," Tracy said, noting Durango High School has available seats. Tracy told commissioners the previously distributed map had a transposition error; the corrected map lists Durango geographic students as 3,177 and Sierra Vista as 4,709. Tracy said grandfathering for affected students would be recommended as in prior high-school rezoning work.

For the H2 scenario, Tracy said the primary aim is to reduce travel across I‑215 and allow students north of the interstate to attend Green Valley High School with their cohort. Tracy also said the scenario would allow some students attending the Basic Academy of International Studies to shift to Foothill High School. Tracy reported three community emails had been received about the H2 proposal and that staff had forwarded those messages to commissioners for review.

Commissioners and staff discussed one community email that was flagged during the meeting and identified as sent March 24; the attachments reportedly include a school-zone conflict map and a homeowner survey. ASAC member Brandon Davis said he had not had a chance to fully review that submission but added, "I'd love to dig into this...I'll have a better understanding and be able to provide more insight" by the next meeting.

Tracy provided enrollment context for commissioners: for the Basic Academy attendance area the geographic count is 3,047; current enrollment at Basic is 2,189 and the school's capacity is 2,132 (102.67% of capacity). Tracy also cited a percent-change figure (–34.41%) that the district uses to indicate how many geographic students choose to attend schools outside the attendance boundary. For the H2 proposal, Tracy said approximately 213 students were being considered for rezoning from Foothill to Green Valley.

No rezoning decision was made at the Oct. 28 meeting. Commissioners asked staff to review community comments and attachments and to consider an additional scenario raised by the submissions. The commission set its next meeting for Nov. 18 at 9:30 a.m., when members said they want to review all three focus-area scenarios and any additional options developed from community feedback.

Procedural actions taken during the meeting included adoption of the agenda and approval of the minutes; both motions passed by unanimous voice vote. The meeting concluded following a motion and second to adjourn.
