City approves Teamsters Local 120 contracts covering police and general city employees

The Brookings City Council voted to approve updated three‑year agreements with Teamsters Local 120 covering police employees and general city employees.
Casey Bell, the city’s human resources director, presented both agreements. For 2026, Bell said, "employees will be eligible for a 2.5% cost of living adjustment and up to a 2% merit increase based on performance." He said the updated salaries were reflected in the proposed 2026 budget.
Bell also described an adjustment to overtime thresholds for patrol officers to help control overtime costs without changing officers’ preferred 12‑hour shifts. Councilmember Specker asked whether the overtime cap had been accounted for in next year’s budget; Bell said the budget process incorporated the agreements and the department’s analysis showed anticipated savings under the new threshold.
The council opened public hearings on both items and received no public comment. Both agreements were approved by roll call.
