Staff recommended approval after finding the proposal satisfied comprehensive-plan and infrastructure criteria. Commissioners requested clearer wording in the staff report about the density math; staff agreed to revise the basic facts to explain that the subject property consists of two parcels and that, if rezoned and subdivided, the parcels could yield a maximum of four duplex lots (eight units).
Applicant Tom Hirt identified himself for the record and said he was available to answer questions; there were no neighborhood objections on file. With no public testimony, the commission closed the quasi-judicial hearing, approved the recommended wording change for the staff report, and moved to recommend approval to the city commission and to adopt the referenced proposed ordinance (recorded in the meeting as 00-1024). The motion passed unanimously.
