Audrain said the practical implication discussed by the committee was that use of a speaker phone — where the device does not need to be held in the hand — would be acceptable in practice.
After allowing public comment (none offered on the item) the board voted to approve the policy on first reading; the vote was recorded as 8–0. The policy will come back to the board for a second reading and adoption at a subsequent regular meeting.
