Two warming-center applicants each request full $60,000 city allocation; staff to inspect facilities

Councilor Fournier reported that two organizations applied for a one-time $60,000 allocation to host warming centers this winter; each applicant requested the full $60,000. "The due date for that $60,000 in funding for warming centers was last Wednesday, and we received 2 applications for organizations that are interested in hosting those warming centers," Fournier said.
Staff said both applicants proposed capacities — one proposing to host 70 people and the other 40 — and that their budgets as submitted exceeded the $60,000 allocation. "We have a couple of follow-up questions out to them just to get clarification on some of the answers they gave about budgets and, staffing plans," Fournier said. Anne's code team will visit the identified facilities to confirm they can safely host warming centers before any money is released.
Fournier said he was not asking for a vote at the workshop but anticipated a future recommendation on whether to fund one or both applicants; funding both would likely require additional GA money beyond the $60,000 line-item. "1 was proposing to host 70, and another was proposing to host 40. And so I think, potentially, funding 1 would give us just enough, you know, barely enough, funding both would probably be much more comfortable," he said.
No funding decision was made at the workshop. Staff will complete facility inspections and budget clarifications and return with a recommendation when appropriate.
