Klamath County to pause new ARPA half-fee building assistance applicants while board decides how to use $100,000

Stephanie Brown, a county staff member, told the board that $160,000 had been shifted previously: $100,000 set aside for an East County land grouping project and $60,000 allocated earlier to planning fee support. Brown reported there is about $20,000 remaining in the half-fee account.
Brown said the half-fee program has been providing incremental savings to applicants (staff estimated program use at roughly 12–14 homes per month, with individual savings between about $2,000 and $6,000 per qualifying homeowner). Staff outlined an option to continue the program through Dec. 31, 2025, for applicants already in the queue and to end new enrollments after the board’s direction.
Commissioners discussed whether to redirect the $100,000 earmarked for East County toward the half-fee program, toward East County code-enforcement cleanup, or let the program sunset. After discussion the board directed staff to stop accepting new half-fee applications immediately and to allow applicants already in the queue to proceed; staff will return at an upcoming meeting (either next week or at the finance committee) with allocation recommendations.
