Atchison County, municipal partners agree to renegotiate Neighborhood Revitalization Program; extension requested but not voted

At a lengthy Oct. 28 discussion, Atchison County commissioners and representatives from nearby municipalities agreed to work on a rewritten Neighborhood Revitalization Program interlocal agreement and to circulate a draft to partners for review. City staff asked the county to extend or rescind the county—s current withdrawal deadline so there would be no gap between the existing program and any replacement agreement; county officials did not put an extension to an immediate vote.

Why it matters: Municipal partners said a lapse could create permitting and administrative confusion and increase financial risk for smaller contractors and homeowners who apply for NRP rebates. County staff and commissioners said they want the program to deliver measurable revitalization in true target neighborhoods and voiced concern about an unconstrained, countywide program that has paid rebates on a wide range of work over many years.
