A Burleigh County subcommittee presented a report reaffirming the committee that oversees the Missouri Valley Complex should remain non‑compensated and directly accountable to the Burleigh County commissioner holding the Missouri Valley Complex portfolio. The subcommittee asked the full committee to consider its recommendations and return any formal changes at the next meeting.
The report said the committee should continue with 11 members: eight identified stakeholder seats and three citizens‑at‑large with staggered one‑, two‑ and three‑year terms. One seat is open; the subcommittee explained the junior/senior high rodeo previously occupying that seat is primarily a renter and has not prioritized committee participation. The report recommended preserving the open seat for future stakeholders.
The subcommittee recommended maintaining liaison positions for Burleigh County and the Bismarck Park board (one member each) to carry portfolios and represent those boards. It asked the committee to review administrative and coordination support options by Dec. 25. Options listed included assigning a committee member to secretary/coordination duties, contracting with a nonmember organization, using an outside provider, or providing support through Burleigh County staff.
The presenters also flagged a need to clarify access to county departments such as the county engineer and the state’s attorney. The report said Commissioner Munson is working on outstanding motions or restrictions that have limited departmental access and recommended the committee ask county staff for a clear statement of available support and authorities.
The subcommittee recommended continuing monthly meetings the third Wednesday at 12:00 noon in the Tom Baker Room. Meetings are recorded and posted on the Burleigh County website, the county YouTube channel and Dakota Media Access, the report said. The subcommittee asked the committee to treat this presentation as a report for consideration and to return any formal changes or actions at the next meeting.
