Vista del Sol reconstruction – contract awarded Council awarded solicitation 20205‑285 for Vista del Sol reconstruction and resurfacing to Jordan Foster Construction LLC for an estimated $4,217,873.40. The work will include ADA ramps, sidewalk replacement, signage/striping and video detection improvements.
Mexican American Cultural Center (MACC) funding agreement Council approved a five‑year arrangement with the El Paso Community Foundation to receive and disburse private gifts and sponsorships in support of education and programming at the Mexican American Cultural Center. The foundation will act as a fiscal sponsor for donations that the city cannot directly accept as a municipal entity.
Zoo HVAC replacements Council authorized a budget transfer allowing the zoo to use restricted operating fund balance to replace 50 HVAC units across zoo buildings (19 evaporative coolers and 31 refrigerated systems). Staff said portions of the existing equipment are obsolete and parts are no longer available.
Internal audit plan Council adopted the FY2025–26 internal audit plan. The plan is risk‑based and schedules eight full audits for the year plus recurring and carry‑forward projects, cybersecurity follow‑up and a peer review process.
Other Council postponed a set of liens to allow staff to offer payment‑plan outreach to property owners and approved a number of smaller consent‑agenda items.
What this means: The actions clear capital and operating needs and position the city to continue federally funded projects while covering local matches, maintain critical infrastructure at the zoo and keep internal oversight work on schedule.
