Jeff Klosk, director of Air and Space (CASP), told the board the countys center of excellence with the University of Denver has begun a feasibility study for a regional logistics hub and is assisting a minority-owned restaurant on site with business planning. The port has also been accepted into the Customs and Border Protection reimbursable services program so customs officers from nearby ports of entry can clear international general-aviation flights at CASP when operators pay the reimbursable hourly fee.
Klosk and P3 owner/broadband adviser Gisela Shanahan described other recent developments: McCarrie Aviation completed its soft opening and began flight training; Boom Supersonic has submitted design plans and is progressing through permitting with CED; and AltitudeX will attend a scheduled meeting with the FAA Airports District Office to introduce the team and to begin testing commercial and grant-assurance guardrails.
What staff will do next
- AltitudeX will submit a conceptual land-use plan by Nov.15, staff said. The county plans a November study-session update and a more substantive land-use review in January after commissioners and staff can digest the plan.
- Tomorrows FAA meeting will focus on guardrails such as grant-assurance issues (particularly whether long leases could be treated as disposal of airport property) and how commercial terms like lease compensation and term length fit within FAA rules. Staff said the FAA regional offices input will inform the master development agreement negotiation strategy.
Why it matters
County staff said early FAA engagement can reduce the risk of noncompliance and improve the clarity of commercial negotiations. Commissioners asked staff to identify federal or FAA policy items they should raise at a national confab in February; staff said they would bring suggested asks and coordinate with the county manager.

Staff scheduled follow-up briefings for November and January and said they will return with a conceptual plan summary and recommended county goals, values and objectives to be written into any P3 agreement.
