Douglas County OKs amendment to parking ordinance to allow penalty fines at six Larkspur properties

The Douglas County Board of County Commissioners voted unanimously Oct. 28 to amend Exhibit B of Ordinance O-25-001 (Regulation of Traffic and Parking) to include six private properties in the Town of Larkspur, enabling penalty-assessment parking fines in specified locations instead of charging petty criminal offenses that require court appearances.
Commander Alan Stanton of the Douglas County Sheriffs Office told the board that adding the properties to Exhibit B would allow officers to issue a penalty-assessment fine — cited in the presentation as $17 or $25 depending on the violation — for parking violations such as unauthorized overnight parking or no-parking-zone infractions on those private properties. Stanton said the change responds to requests from Town of Larkspur officials and follows the countys existing practice of adding privately owned but publicly accessible areas to Exhibit B.
Stanton listed the six locations proposed for the amendment: Town Hall (8720 Spruce Mountain Road); Larkspur Town Park (8820 Spruce Mountain Road); Larkspur Water Treatment Plant (9620 Douglas Burle Boulevard); Larkspur Free Library (9524 Spruce Mountain Road); Larkspur maintenance yard (9070 Frank Road); and Frank Creamery Trailhead (9202 Frank Road).
Commissioners asked about coordination with the Town of Larkspur, signage placement, and whether the amendment would respect the town councils authority to install or remove signs. Stanton said the town had raised concerns about overnight parking and that the county and sheriffs office have a strong working relationship with Larkspur. Commissioners emphasized the need for proactive traffic and parking planning ahead of the towns busy event season, including the Renaissance Festival.
A commissioner moved to approve the amendment and another seconded; the motion passed by unanimous voice vote. The board instructed staff and the sheriffs office to continue coordination with Larkspur officials and to pursue proactive planning for future high-volume events.
