Huerfano County presenters seek grant extension and building purchase for Wheelhouse incubator

Miss Lola, a presenter associated with the Wheelhouse visits incubator, told the Huerfano County Board of County Commissioners on Oct. 28 that the incubator began a beta development phase in April about two and a half years ago and is operating on a three‑year grant.

"We're hoping to be able to use those funds through June 30, with the permission of EPA and county commissioners," Miss Lola said. Presenters described asking the county to permit use of remaining grant funds to continue operations into next summer while they pursue a sustainability strategy.

The presenters said they have rented the building with commission support and are developing a plan to purchase the property if a pending Gates Family Foundation grant can fill a remaining funding gap. A Gates Family Foundation representative was expected to visit the next day, presenters said.

Presenters described a multi-pronged sustainability plan that would increase use of the space throughout the day and evening and diversify activities beyond retail to include co‑working, service industries, a concierge kitchen to support cottage‑food producers, and on‑site printing and merchandise services. Shannon (staff) said the plan aims to reduce the personnel cost burden that currently consumes the largest portion of the grant budget.

Speakers emphasized the incubator team’s intent to use every square foot of the building to generate revenue and community activity, and noted that Phase‑out of grant personnel costs is a goal once earned income covers operations.

There was no formal vote recorded in the transcript to approve a grant extension or a purchase agreement during the meeting. Presenters and commissioners moved the topic forward as discussion and requested follow-up actions and formal approvals as needed.
