The Ada County Board of Commissioners on Oct. 28 approved a request by the city of Cascade to dispose of approximately 1,100 feet of asbestos-containing cement (AC) pipe at the Ada County Landfill, with conditions.
Landfill staff explained the county does not accept hazardous waste but can accept asbestos-containing materials that pass required testing and are packaged according to county criteria. Staff said the materials must be tested to ensure they are not hazardous for landfill acceptance, and packaging and handling protocols must prevent exposure during transport and disposal. The landfill will place accepted material in a designated area and immediately cover it with soil to minimize employee exposure and prevent airborne release.
The board approved the request and will charge an out-of-county rate of $58.50 per ton for handling and additional processing required for the material. Staff noted that accepting asbestos-containing pipe reduces the need for Cascade to ship the material long distances (staff said the nearest facility otherwise was out of state). The county retained the right to suspend acceptance if testing or packaging requirements are not met.
