Committee backs $1.4 million purchase order for transfer trailers for Environmental Resources Division

On Oct. 28, 2025, the Oxnard City Public Works and Transportation Committee recommended that the City Council approve a purchase order with Trailer Company Inc. for a total contract amount not to exceed $1,400,000 to acquire four walking-floor transfer trailers and seven deep-drop (tipper) transfer trailers for the Environmental Resources Division. The committee also recommended a budget appropriation of $228,002 from the available fund balance in the ER development fund (Fund 634).
The item (D-1) was introduced by staff and Director Mike Wolf attended to answer questions. No members of the public spoke on the procurement item. Committee members moved, seconded and the clerk recorded a unanimous 3–0 recommendation to forward the purchase and the appropriation to the City Council.
According to materials presented at the meeting, the trailers are intended to support the Environmental Resources Division’s transfer and hauling operations; staff did not present additional technical specifications in the workshop beyond the number and types of trailers to be procured. The staff report identifies Trailer Company Inc. as the recommended vendor and shows the not-to-exceed contract total and the specific fund source for the appropriation.
Because the committee action was a recommendation to the City Council, the contract and appropriation will require final council approval and the purchasing agent’s execution of a purchase order if the council concurs. The staff representative said Director Mike Wolf would be available to answer technical or scheduling questions as the item proceeds through the council process.
