PSJA approves MOU with Region 1 to coordinate early‑childhood transition and child‑find duties under IDEA

Trustees approved a memorandum of understanding on Oct. 27 between PHARR‑SAN JUAN‑ALAMO ISD and Region 1’s Early Childhood Intervention (ECI) program to coordinate child‑find and transition responsibilities mandated by the Individuals with Disabilities Education Act (IDEA).
Veronica Quintana, director of special education, explained that Region 1 (ECI) is responsible for identifying infants and toddlers (birth to age 3) under IDEA Part C and that school districts assume responsibility for children at age 3 under IDEA Part B. The MOU outlines referral procedures, joint outreach and a required transition conference with parental consent at least 90 days before a child’s third birthday to ensure a smooth handoff if a child will receive preschool special education services.
Quintana emphasized confidentiality protections and that Region 1 must notify parents before sharing personally identifiable information with the district. She also said that certain categories — deaf/hard of hearing or visually impaired infants — receive year‑round services and that the district’s teachers of the deaf/hard of hearing and vision specialists will work with families during the transition.
Trustees asked about monitoring and indicators; Quintana said compliance is reported to the state and noted PSJA’s recent records showed on‑time transition performance. The board approved the MOU by motion.
