Councilman Bonanno, where the traffic engineer’s recommendation was summarized on the record, said removing hour-specific restrictions (for example, prohibiting right turns on red only during certain hours) would reduce driver confusion and improve enforceability. He told colleagues that the engineer favored a straightforward, unconditional prohibition at the specified intersections rather than a time-limited restriction.
Council members moved and seconded motions to rerefer the ordinances; roll-call votes carried the referrals. Council leaders said the ordinance committee would return with cleaned-up language that reflects the traffic engineer’s input and that the resulting ordinance would be easier for Police to enforce.
The items will return to the full council after committee review, with revised language and enforcement notes expected from the Department of Public Works and the city’s traffic engineer.
