School representatives told the council the waiver request covered work at Mount Hope High School, Cole Andrews Elementary and Rockwell Elementary. District financial staff said the total town permit fees would be about $1.28 million; rolling those fees into the bond would cost more in interest over 30 years. Under the district's amortization assumptions (30-year bond at 4.5 percent), Bristol's share of the additional interest cost was estimated at about $440,000.
Councilor Tony moved and Councilor Tim seconded a motion to waive the town portion of fire and building permit fees (roughly $1.28 million) for the regional project; the motion passed on a voice vote. The council noted state permit fees remain payable and cannot be waived.
Councilors framed the vote as a long-term fiscal decision to avoid extra borrowing costs and to allow the project to include contingency items such as athletic fields and concession stands. The council did not commit to waiving state-level fees; it recorded the waiver as a local policy decision tied to the school project.
