Committee approves nine‑firm on‑call list for transportation penny projects

The Transportation Ad Hoc Committee approved inclusion of nine firms on the county’s Transportation Penny on‑call services list to provide specialized services such as land acquisition negotiation, utility design, construction engineering and inspection (CE&I), and related support.
Director Michael Maloney told the committee the nine firms are recommended for inclusion because they provide services the penny program needs to move a broader range of projects more quickly. He said the firms and their service types are listed in the meeting packet and that staff indicated the primary service types for each firm.
A committee member asked whether additional businesses could be added later. Maloney said the county can reopen the list and continue advertising for additional on‑call services if needed, consistent with procurement rules. He also noted that most of the nine firms maintain local offices; staff said only one of the nine was based in the coastal region of South Carolina rather than the Midlands.
A motion to approve the recommended list carried by roll call: Vice Chair Pugh — yes; Chairman Livingston — yes; Councilor Weaver — yes; Councilor Aline — yes; Chairwoman Mackey — yes.
Staff said the on‑call list will let the penny program call on specialized local firms for tasks such as land acquisition services and CE&I; the county will monitor consultant availability and may reopen procurement to add firms if schedules create delays.
