Board approves fleet, fuel and human‑services agreements; consent calendar passed unanimously

Fleet parts and fuel
The board approved Amendment 3 to the agreement with Genuine Parts Company doing business as NAPA Auto Parts for on‑site parts, tires and lubricants for county fleet operations, with a not‑to‑exceed amount of $1,695,000. Fleet Operations Manager Mike Gutierrez told the board the contract renewal covers three county shops, including a recently opened third shop at CASP, and that recent tariff pressure has increased parts costs. Commissioner Rodriguez asked whether the budgeted amount reflects identified parts purchases or a pooled budget; Gutierrez said it is a budgeted amount for all three shops. The motion passed (recorded vote: motion passed 4 to 0 on the item as presented).
The board also approved Amendment 2 to the county’s fuel services agreement with Showco, doing business as Sam Hill Oil, for a not‑to‑exceed $2,000,000. Gutierrez said no price increases are proposed in the renewal; the contract uses an OPIS‑linked price with a contractor margin (12¢/gallon for unleaded and 14¢/gallon for diesel above OPIS). The board discussed prior year spend (about $1.5 million) and how unspent amounts remain in the fleet fund; staff said budget requests are rebalanced during the annual budget process so past savings are used before reallocating new funds. Commissioners approved the amendment (motion passed 5 to 0).
Human services contract
The board approved a resolution to contract with National Youth Advocate Program, Inc., for youth intervention, family time and life‑skills services for children and families with open child‑welfare cases. Carrie Daggett, division director for child, adult and family services, said the contract is $200,000 for the first year with two one‑year renewal options (total $600,000), to be funded from the child welfare block allocation. The provider was selected through an open RFA; the motion passed 5 to 0.

The board approved the consent calendar as presented (motion passed 5 to 0).
