Fremont County approves transfer of Fawn Hollow transfer station to Apex Twin Enviro

FREMONT COUNTY — The Fremont County Board of County Commissioners voted to approve the transfer of the Fawn Hollow transfer station permit (SRU05007) at 645 McDaniel Boulevard to Apex Twin Enviro.

Apex Twin representative Chris Rochu told commissioners the company will acquire the facility’s assets from Alpine Disposal Inc. and operate the site as Twin Landfill of Fremont County LLC, a wholly owned subsidiary of Apex Waste Solutions LLC. Planning staff said Apex Twin will assume “responsibility for the performance of all obligations, conditions and guarantees imposed upon the approved permit” and is aware of existing compliance issues on site.

Planning staff described the ownership change as part of a broader asset acquisition in Cañon City and recommended approval of the operator transfer conditioned on Apex Twin taking on the permit’s obligations and working to resolve the compliance items identified on the site.

Commissioners moved and seconded the measure; roll call votes were recorded and the motion carried. No further conditions were added during the public meeting beyond staff’s recommendation that Apex Twin accept existing permit responsibilities and correct known infractions.

The county staff report said the closing date for the transaction was expected to be Nov. 1, 2025. The transfer approval places the county’s enforcement and permit conditions on the incoming operator, giving the county a formal point of responsibility for ensuring compliance with the SRU’s permit terms.

Commissioners thanked Apex Twin and county staff for working through the packet of application materials provided ahead of the meeting.
