Opponents cautioned that a larger body could make focused discussion harder and could lengthen public sessions; concerns were raised about keeping discussions efficient and protecting topics that legally require closed‑session discussion (personnel, litigation, security). Board attorney Phil Stern noted existing policy (Board Policy 9130) already permits the board to meet as a committee‑of‑the‑whole for informational sessions.
After a procedural motion and additional discussion, the board voted in favor of moving to the committee‑of‑the‑whole format for an initial implementation discussion in December; three members were named in the record as voting against the change (Brian, Dan and Jessica). The board president and administration said policy language and operational parameters would be developed in committee and brought back for future action and scheduling details would be coordinated with the reorganization cycle.
