Newport News council approves easements, leases and multiple VDOT and state grant appropriations, 7-0

The Newport News City Council on Oct. 28 adopted a package of land-use, lease and grant measures, voting 7-0 on each item. The measures included an ordinance to allow a Dominion Energy easement across city property at 11780 Rock Landing Drive; a lease for office space at Tech Center Building 1; an application to the Virginia Department of Housing and Community Development's Port Host Communities Revitalization Fund; amendments to two Virginia Enterprise Zones; a grant agreement under the Virginia Community Flood Preparedness Fund; and several Virginia Department of Transportation (VDOT) project agreements and appropriations for paving and congestion mitigation projects.
City Manager introduced each item and repeatedly concluded his presentations with "I recommend approval." There were no public speakers on the individual agenda items, and each resolution or ordinance was moved, seconded and adopted unanimously, with recorded tallies of 7-0.
The council approved an ordinance authorizing the city manager to execute a deed of easement with Virginia Electric and Power Company (doing business as Dominion Energy Virginia) to facilitate underground service improvements at 11780 Rock Landing Drive. The council also accepted a $1 bid from Dominion Energy for an easement related to property at 524 J. Clyde Morris Boulevard; the clerk read the bid and referred follow-up to the city manager's office.
Separately, the council approved a resolution authorizing the city manager to execute a lease with Building 1 at Tech Center LLC for continued use of 1,534 square feet on the building's third floor. The council voted to authorize submission of an application to the Virginia Department of Housing and Community Development's Port Host Communities Revitalization Fund for $480,000 to support Outer Harbor improvements at the Seafood Industrial Park.
On transportation and infrastructure, the body voted to:
- Appropriate $338,249 in VDOT SmartScale grant funds for the Oyster Point Road widening project (consent agenda); - Appropriate $3,800,560 in VDOT Highway Safety Improvement Program funds for three projects (consent agenda); - Authorize and appropriate VDOT State of Good Repair project agreements and $3,500,000 in State of Good Repair grant funds for three milling, paving and concrete repair projects; - Authorize VDOT Congestion Mitigation and Air Quality (CMAQ) project administration agreements and appropriate $2,625,000 in CMAQ grant funds for three projects.
Council members did not debate the substance of the individual grants or appropriations in length during the meeting. City Manager recommended approval on each item and the motions were approved without recorded opposition.
