City planning staff presented a conditional use permit petition to allow an athletic club for pickleball at 3200 Carl Avenue, an I-2 Light Industrial–zoned property currently containing a newly constructed single‑story steel frame building. The petition would permit the club to occupy a portion of the 1.21‑acre site; an adjacent 7,500 square foot structure on the same parcel has been permitted for industrial use and could be converted back to industrial operations if needed.
Planning staff said the property is shown as “employment” on the city’s future land‑use map and that athletic clubs are permitted in the I‑2 district with a council‑approved conditional use permit. The Planning Commission reviewed the petition on Sept. 24 and recommended approval. Staff told council the petition will return to the council as a public‑hearing item on Nov. 12.
During the briefing, several council members spoke in favor of the petition and noted that an indoor recreational use could act as a buffer between industrial zoning and nearby residential areas. No formal action was taken; councilmembers requested the petition be brought back for the scheduled public hearing so neighbors and interested parties can provide comment.
