Council approves water master-plan contract and signs engineering amendment for raw intake repairs

Public Works Director Dustin Johnson told council the water facilities plan is the guiding capital document for utilities and recommended awarding RFQ-25-018 to JUB Engineers, Inc. for $325,000; the city obtained a $45,000 DEQ planning grant that reduces the city's net share. "These master plans are kind of the bible that these utilities follow," Johnson said, explaining the plan will evaluate the entire water system and prioritize future projects that will influence rates and development.

Council approved the award by motion.

Johnson also updated the council on the raw water intake project (WR-050). The project, which predates recent SRF work, experienced construction complications this season when a micro-tunneler became stuck during work beneath the river. The city completed a wet well and tunneling work but did not finish pump and final installations because the project still requires additional funding. Council approved Amendment No. 4 to the engineering agreement with McMillan, Inc. for $245,857.40 to finish engineering and inspection steps and to document the as-built conditions to support future grant or construction funding.

Johnson said the amendment will provide the documentation and design needed to pursue remaining construction funds and set a path for completing the intake.

Council approved both the RFQ award and the engineering amendment in separate motions.
